I am using the second screen in "extend" mode and it works for making the extra monitor primary, too. I am using Windows 10, Home version, build 1803 I didn't have any add ins displaying in the MS Publisher ins menu. This process seemed to reset something for me and the issue went away. Close the program and reopen MS Publisher and / or the file like normal-not in safe mode. Once running MS publisher in safe mode reopen your file, see if the jumping stopped. No, this isn't restarting your computer in safe mode, just MS Publisher. Observe also that this is not the CMD line program, it won't recognize this command, has to be the RUN application in windows.
